Even limiting paths to simple paths, the combinatorial explosion is unavoidable.

This is exactly the BFS problem with edge weights 0 and 1: traveling along the same color has weight 0 (no line change), and switching colors incurs weight 1 (a line change). We can efficiently compute this with a 0-1 BFS.
