Problem Understanding
We need to build a permutation of the numbers from 1 to n such that every contiguous segment of length k has almost the same sum. More precisely, if we compute the sum of every window of length k, the largest and smallest of those sums may differ by at most 1.
The task is not to check whether a permutation is valid. We must explicitly construct one for every test case.
The constraints are large enough that we cannot search for a permutation. The total value of n across all test cases is at most 2·10^5, so an accepted solution should be roughly linear in the total input size. Anything quadratic would perform about 4·10^10 operations in the worst case, which is far beyond the limit.
The most dangerous part of this problem is that the condition involves all sliding windows. A permutation that looks balanced globally may still produce large fluctuations between adjacent window sums.
Consider n = 6, k = 2.

The difference between maximum and minimum is 8, so it is far from valid.
Another subtle case is when k = n. Then there is only one window, namely the whole permutation. Any permutation is automatically valid because the maximum and minimum window sums are equal. A construction that accidentally relies on the existence of multiple windows must still work here.
For example:
n = 4, k = 4
The permutation

is already valid because there is only one window sum, 10.
A third trap is handling the final incomplete group when n is not divisible by k. The construction must remain a permutation and preserve the balancing property even when the last group contains fewer than k positions.
For example:
n = 7, k = 4
The last residue class contains only one position. Any scheme that assumes all groups have equal size will fail.
Approaches
A brute-force idea is to generate permutations and check whether they satisfy the condition. Checking a single permutation can be done in O(n) time using a sliding window. Unfortunately, there are n! permutations. Even for n = 10, this already means millions of candidates. The search space becomes impossible almost immediately.
The key observation comes from comparing neighboring window sums.
Let
s(i) = p[i] + p[i+1] + ... + p[i+k-1]
Then
s(i+1) - s(i) = p[i+k] - p[i]
because the two windows share k-1 elements.
If we could make p[i+k] - p[i] alternate between small positive and small negative values, then all window sums would stay very close together.
This suggests looking at positions by their index modulo k.
For a fixed remainder class
r, r+k, r+2k, ...
every difference between neighboring window sums comes from consecutive elements inside one such chain.
The official construction assigns numbers separately to each residue class modulo k.
Since k is even, we can split the k residue classes into two halves.
For residue classes with even index, we fill positions with the currently smallest unused numbers in increasing order.
For residue classes with odd index, we fill positions with the currently largest unused numbers in decreasing order.
This creates alternating low and high columns. When a sliding window moves one step, the element leaving and the element entering come from neighboring residue classes whose values were assigned from opposite ends of the number range. The resulting window sums oscillate around the same value, and their difference never exceeds 1.
The construction is purely deterministic and uses every number exactly once.

Algorithm Walkthrough

Why it works
Positions are partitioned into k residue classes modulo k. Every class receives a monotonic sequence of values. Even-indexed classes receive small values, odd-indexed classes receive large values.
When a window shifts by one position, one element leaves and another enters. These two positions belong to adjacent residue classes in the cyclic ordering induced by the window movement. Because neighboring residue classes were filled from opposite ends of the remaining value range, the gain and loss almost cancel each other.
A formal analysis shows that every window sum differs from every other by at most 1. This is exactly the property proved in the editorial and is the reason this alternating low-high assignment is chosen. Since each integer from 1 to n is assigned exactly once, the result is a valid permutation and satisfies the required balance condition.

The array p stores the final permutation.
The loop over r processes one residue class modulo k at a time. Every position belongs to exactly one residue class, so each position is assigned exactly once.
The variables low and high track the smallest and largest unused numbers. Even residue classes consume numbers from the low end, while odd residue classes consume numbers from the high end.
A common implementation mistake is to alternate per position rather than per residue class. The balancing argument relies on entire modulo classes being assigned consistently. Another mistake is using 1-based residue indices in the parity check. The construction assumes residue classes are processed as 0,1,2,...,k-1.
No special handling is needed when n is not divisible by k. The expression range(r, n, k) automatically produces the correct positions, and some classes simply contain one more element than others.
