The key observation is that decisions are local once we process the array from left to right. When we fix a value for position $i$, the only requirement it imposes on future elements is a lower bound: the next element must be strictly larger than it. Therefore, for each element we only need to choose the smallest possible value reachable by halving that is still strictly greater than the previous chosen value.

However, there is an important twist: we are not just choosing values, we are also paying a cost equal to the number of halving operations. So among all valid transformed values, we want the one that satisfies the inequality while minimizing operations.

This leads to a greedy construction: for each position, we enumerate all possible values reachable from the original number, pair each value with the number of divisions needed, and pick the best feasible one under the constraint imposed by the previous element.

Because each number can only be halved around 30 times, enumerating all states per element is cheap. The greedy choice works because once we fix a value for position $i$, any larger-than-needed choice only makes future constraints harder, never easier, and also does not reduce future costs.

Algorithm Walkthrough

We process the array from left to right while maintaining the last chosen value.

  1. For each element $a_i$, we generate all reachable pairs $(v, c)$, where $v$ is a value obtained by repeatedly dividing by two and $c$ is the number of operations needed to reach it.   2. We try to choose a value $v$ for the current position such that $v > \text{prev}$, where prev is the value chosen for the previous element.

  5. After selecting the best pair, we update prev = v and accumulate the cost.

The core reasoning is that at each step we compress all future possibilities into a single constraint value. The only information carried forward is the smallest possible threshold that still preserves feasibility.

Why it works

The correctness rests on the fact that every element’s reachable values form a monotone decreasing chain. Any choice for position $i$ only affects future elements through the threshold it sets. If we pick a feasible value for $a_i$, choosing a larger one can only reduce the number of valid options for $a_{i+1}$, never increase them, while also not improving its cost structure. Therefore, the locally cheapest feasible value is always safe to take.

Because the state space is linear per element and we never revisit decisions, no backtracking is needed.

The function get_states explicitly constructs the full halving chain of each number. This is safe because the chain length is bounded by the number of bits in the integer.

Inside the main loop, we maintain prev, the last chosen value. For each new element, we scan all its reachable states and select the cheapest valid one. The tie-break on value ensures we do not unnecessarily inflate the threshold for the next steps.

A subtle implementation detail is initializing prev to a value strictly smaller than any possible array value. Using -1 is sufficient because all values after transformations are non-negative. Another important detail is breaking immediately when a position has no valid state, since later elements cannot fix an already broken strictly increasing condition.
