Instead of reasoning over all pairs, we reverse the viewpoint: fix the tree, and ask how many additional distinct simple paths are created if we add an edge between $u$ and $v$. That contribution depends on the sizes of substructures hanging off the path $u \to v$. Each edge on that path splits the tree into two sides, and paths can now detour around the cycle, effectively pairing choices from both sides.

Algorithm Walkthrough
We root the tree arbitrarily at vertex 1 and compute subtree sizes.
- Compute subtree sizes using DFS. For every node $v$, we determine how many nodes lie in its subtree. This allows us to know, for every edge, how many nodes lie on each side of that edge.

- Now consider adding an edge between $u$ and $v$. The new cycle is the tree path between them plus this edge. Every edge on that path now gains extra combinatorial freedom: paths can traverse the cycle in two directions, effectively increasing the number of distinct edge sets that can be formed between subtrees attached to the cycle.
- We reinterpret the gain from adding $(u, v)$ as a function of the path $u \to v$. Each edge on that path contributes a value derived from its cut weight, and the total gain is the sum of contributions along that path.

Why it works
