- The answer is the minimum over all strips of the number of removals needed to make that strip passable. Equivalently, we compute how many horizontal segments block every possible vertical passage and choose the cheapest strip to fix.
Why it works
The vertical walls split the plane into independent x-components. Within each component, the rook can move freely horizontally, so only vertical progression matters. Horizontal segments are the only structures that can block upward progress, and they do so independently per strip.
