Approaches

For each query, enumerate every valid starting index $i$ in $[l, r]$, and for each $i$, enumerate every ending index $j$ such that $x \le j-i+1 \le y$ and $j \le r$. Compute the sum of each subarray and track the maximum average. Using prefix sums, each subarray sum is $O(1)$, so each query costs $O((r-l+1)\cdot y)$, which becomes $O(N^2)$ per query in the worst case.
With $Q = 10^4$, this approach is clearly too slow.
The key observation is that we are maximizing a ratio over a sliding interval with bounded lengths. This is a classic setting where binary search on the answer can convert the problem into a feasibility check. Instead of directly maximizing $\frac{\text{sum}}{\text{len}}$, we guess a value $mid$, and test whether there exists a valid subarray whose average is at least $mid$.
