A naive thought is to maintain the MST and update it incrementally after each weight change. That approach breaks down because changing a single star edge can cause global restructuring of the MST, potentially affecting many edges in complex ways.
A small illustrative failure case is a triangle: nodes 0, 1, 2 with edges (0,1)=a1, (0,2)=a2, and (1,2)=w. If we lower a1, node 1 may switch from using edge (1,2) to directly connecting to 0, which changes whether node 2 uses (1,2) or connects to 0. A local update rule cannot capture this propagation.
So we need a global structure that reacts efficiently to changing “connection cost to the root”.

If we ignore dynamic updates, computing the MST is standard. Kruskal would sort all edges and pick n edges, giving O((n + m) log (n + m)). However, repeating this after every update leads to about 300,000 times that cost, which is infeasible.
The real structure comes from viewing node 0 as a “virtual root”. Every vertex i has a direct edge to the root with cost a[i], and additionally, it can reach the root indirectly through some path in the internal graph. This suggests thinking in terms of “how cheap can each vertex connect to the already-built component containing 0”. The internal edges define shortest ways to “replace” expensive star edges with cheaper indirect connections.
A crucial reformulation is to think of building an MST on the graph where node 0 is initially isolated, and we are repeatedly considering whether connecting a vertex i via its direct edge is optimal, or whether it is cheaper to connect it via some other vertex j already connected through internal edges.

However, components are not static in the MST sense; they are components of the internal graph, not the final MST. This is valid because MST structure inside 1..n is independent of the star weights: internal edges are always chosen first if they are cheaper than any star connection that would otherwise create cycles.
Thus we can precompute a DSU over internal edges, compute MST weight of internal graph, and for each component maintain the current minimum a[i]. Each update affects only one component’s multiset, so we can update the global sum of minima in logarithmic time.

Algorithm Walkthrough
We first separate the graph into two layers: the fixed internal graph on vertices 1 through n, and the dynamic star edges from 0 to each vertex.
- We compute connected components of the internal graph using a DSU or BFS/DFS. This is done because vertices inside the same component can be connected without involving node 0.

- After each update, we adjust the global sum by subtracting the old component minimum and adding the new one.
The reason this works is that internal connectivity ensures that within a component, only one vertex effectively contributes to the MST connection to node 0. The MST will never use more than one star edge per component, because adding two would create a cycle that can be shortened by removing the more expensive one.
Why it works
Inside each connected component of the internal graph, all vertices are mutually reachable without touching node 0. Any spanning tree that connects the whole graph must connect each such component to node 0 at least once. Once one vertex in the component is connected to 0, all others can reach 0 through internal edges, so additional star edges in the same component only create cycles. Therefore the MST cost contribution of each component is exactly the minimum a[i] in that component, added on top of the fixed internal MST cost.
