The best candidate to remove is the one with the smallest tip among those currently responsible for congestion, since removing any other customer would waste more profit without improving feasibility more than necessary.
Because N is only 1000, we can afford to repeatedly rebuild the schedule when we remove an element. Each rebuild is linear, and the number of removals is at most N, which keeps the solution within limits.

Algorithm Walkthrough
