Each year the university sends a team of exactly n students to the finals. Some of those students may already have participated once before, and the rest are newcomers. If exactly i members already have previous finals experience, the probability of winning a medal that year is p[i].
A student may participate at most twice in total. That restriction creates a long-term resource constraint. Whenever we reuse experienced students this year, we consume their second and final appearance. To keep sending teams forever, the number of reused students over time cannot exceed the number of new students introduced over time.
We must design an infinite strategy. For every year k, we choose a number a[k] between 0 and n, where a[k] means how many experienced students are used that year. The goal is to maximize the long-run average medal probability:
$$\lim_{t \to \infty} \frac{1}{t} \sum_{k=1}^{t} p[a_k]$$
subject to the participation constraints.
The difficult part is that the sequence is infinite. We are not optimizing a single year, we are optimizing a sustainable policy over all future years.
The constraint n ≤ 100 is tiny. Any O(n^3) or O(n^4) solution is completely fine. The real challenge is modeling the process correctly, not squeezing out performance.
A naive interpretation is tempting: since p[i] is nondecreasing, always choose a[k] = n. That would mean every team consists entirely of experienced members. But after one year, all those students retire permanently, and there are no newcomers to replenish the pool. The process becomes impossible.
Another easy mistake is to think only about averages locally. For example, with:
n = 4
p = [0.1, 0.2, 0.3, 1.0, 1.0]
using a = 4 every year looks optimal because the probability is maximal. But every reused participant must have been a newcomer earlier. To sustain four reused students per year forever, we must also introduce four newcomers per year forever. Since each team has only four slots total, that is impossible.
The true feasibility condition is global. Over many years, every reused appearance consumes one previous newcomer appearance. If we average x reused participants per year, then we also need average x newcomers per year. Since each team has n total members:

so:
$$x \le \frac{n}{2}$$
This hidden conservation law is the core of the problem.
A subtle edge case appears when the optimal average reuse count is fractional. Suppose:
n = 3
p = [0.0, 0.0, 0.0, 1.0]
We cannot sustainably use 3 experienced participants every year. But we can alternate:
0, 3, 0, 3, ...
The long-run average reuse count becomes 1.5, exactly the maximum sustainable value n/2. The optimal strategy may require cycling between different states instead of choosing one fixed number forever.
Approaches
The brute-force idea is to think in terms of states. At any moment we have some pool of students who have participated exactly once and are eligible for reuse. Choosing a[k] consumes a[k] such students and introduces n - a[k] new students into the pool.
If we tried to simulate every possible infinite strategy, the search space would explode immediately. Even truncating to the first T years gives (n+1)^T possibilities. That becomes hopeless even for small T.
The key observation is that only the long-run averages matter.
Suppose the average number of reused students per year is x. Then each year also introduces n-x newcomers. Every newcomer can later contribute at most one reused appearance. Over a long horizon, the total number of reused appearances cannot exceed the total number of newcomer appearances:
$$x \le n - x$$
which simplifies to:
$$x \le \frac{n}{2}$$
Now the infinite process becomes a static optimization problem.
We are free to mix different team types over time. If fraction q_i of years use exactly i experienced students, then:
$$\sum q_i = 1$$
and sustainability requires:
$$\sum i q_i \le \frac{n}{2}$$
The average medal probability becomes:
$$\sum p_i q_i$$
This is now a linear optimization problem with only one resource constraint.
A standard fact from linear programming applies here: with one linear constraint, an optimum exists using at most two adjacent choices. Geometrically, we are maximizing a linear function over a convex hull.
Another interpretation is even cleaner. Consider points:

We want the maximum achievable expected value at average reuse count n/2. Since we may probabilistically mix strategies, every convex combination of points is achievable. The answer is exactly the upper convex hull evaluated at x = n/2.
That turns the problem into pure geometry.

Why it works
Any feasible infinite strategy induces frequencies q_i, where q_i is the fraction of years using team type i. Those frequencies form a convex combination.

$$\sum p_i q_i$$
So every feasible strategy corresponds to a point inside the convex hull of (i, p_i) restricted to x ≤ n/2.
Conversely, any convex combination satisfying the constraint can be implemented by cycling between the corresponding team types with matching frequencies.
Since linear objectives over convex sets attain optima on boundary segments, checking all pairs and interpolating at x = n/2 finds the optimal achievable value.

The variable x stores the maximum sustainable average number of experienced participants per year, which is n / 2.
For every pair (i, j) surrounding x, we compute the value obtained by mixing those two strategies. The interpolation coefficient:
t = (x - i) / (j - i)
represents how often we use strategy j.
If i == j, no interpolation is needed. That case matters when n is even and x is an integer.
A common mistake is to only examine adjacent pairs. While the optimal pair will indeed lie on the upper convex hull, checking all pairs is simpler and still extremely fast for n ≤ 100.
