Problem Understanding
Each person visiting the embassy must pass through three consecutive stages. The first stage has k1 identical windows, each service taking t1 time. The second stage has k2 windows with service time t2, and the third stage has k3 windows with service time t3.
Person i arrives at time ci. From that moment until finishing the third stage, they remain inside the embassy. We are allowed to decide exactly when each person enters each stage, as long as the stage order is preserved and no window serves more than one person at a time.
The goal is not to minimize total waiting time or average waiting time. We want to minimize the maximum stay duration among all people.
If a person arrives at time c and finishes at time f, then their total time spent inside is f - c. We must organize all queues so that the largest such value is as small as possible.
The constraints immediately rule out simulation at the granularity of time units. Arrival times go up to 10^9, and service counts can also become huge because there may be 10^5 people. Any algorithm proportional to time itself is impossible.
The number of people is at most 10^5, which strongly suggests something around O(n log n) or maybe O(n log^2 n) is expected. Since the windows themselves can be as many as 10^9, we also cannot represent each window explicitly unless the algorithm only stores windows that actually become used.
The tricky part is that minimizing the maximum completion time is not the same as greedily pushing everyone through as early as possible at every stage. A naive implementation can accidentally create bottlenecks downstream.
Consider this example:

If both people immediately enter stage 1, they finish stage 1 at time 1. Then one waits almost the entire 100 time block at stage 2. The real bottleneck is stage 2, not stage 1.

The correct answer is 7, not 3. Even though service itself only takes three units total, the fifth person waits four units before even beginning.
A common mistake is to minimize each person's finish time independently. That does not necessarily minimize the maximum stay over everyone. The optimal strategy must balance the pipeline globally.
Approaches
The brute-force perspective is straightforward. Suppose we guess some candidate answer T, meaning no person is allowed to stay more than T time units inside the embassy.
For each person arriving at ci, they must complete all three stages by time ci + T.
We could try to explicitly search for schedules assigning every person to concrete windows and times. A full state-space search explodes immediately. Even if we only tracked stage assignments greedily, every person may choose among many windows at many possible times. The number of possibilities becomes exponential.
A more structured brute-force simulation would process people in order and always assign them to the earliest available window at each stage. This works for computing one feasible schedule, but not for optimizing the maximum stay. We would still need to search over many possible schedules or many possible values of T.
The key observation is that feasibility for a fixed T has a monotonic structure.
If we can schedule everyone so that no one spends more than T time inside, then any larger value also works. That immediately suggests binary search on the answer.
Now the problem becomes:
Can we check feasibility for a fixed T efficiently?
For a person arriving at ci, the entire three-stage process must fit inside the interval [ci, ci + T].
Instead of scheduling forward from arrivals, it is much easier to schedule backward from deadlines.
Suppose a person starts stage 3 at time x. Then:
x + t3 <= ci + T
So:
x <= ci + T - t3
Similarly, if stage 2 starts at y:
y + t2 <= x
and if stage 1 starts at z:
z + t1 <= y
This creates a chain of latest possible start times.
The optimal feasibility strategy is greedy backward scheduling. We process people from latest arrival to earliest arrival and always place each stage as late as possible on some available window.
Why does this help? Because scheduling later preserves earlier time slots for people with tighter deadlines.
For each stage, every window behaves like a machine whose occupied intervals are fixed-length blocks. If we schedule backward, each window simply maintains the latest unused ending point.
This transforms the problem into a clean greedy check with priority queues.

Stage 2 must end no later than the start time of stage 3.

10. Binary search continues until the minimum feasible T is found.
Why it works
The greedy invariant is that after scheduling some suffix of people, every remaining unused slot is as early as possible. By always placing each new service block as late as possible, we avoid wasting early capacity that future people may require.
Processing people in descending arrival order is critical because later arrivals have tighter effective deadlines. If we scheduled earlier arrivals first, they could occupy late slots needed by later arrivals.
The backward greedy strategy is optimal by an exchange argument. Any feasible schedule can be transformed into one where each assigned block is pushed as late as possible without hurting feasibility for remaining people.

The binary search starts from sum(t) because even with zero waiting, every person must spend at least the total service time inside the embassy.
The feasibility function is the core of the solution. Each heap represents all windows of one stage. Instead of storing when a window becomes free going forward, we store the latest unused time before which we may still place another service block while scheduling backward.
Suppose a stage currently has availability time A. That means the next assigned service block for this window must end no later than A. If we assign a block of length d, its start becomes A - d, and future assignments on this window must finish before that start.
The subtle implementation detail is updating latest after every stage. Once stage 3 begins at some time x, stage 2 must finish by x, so its latest ending time becomes exactly x.
Another easy mistake is forgetting that a service interval must lie completely after the person's arrival time. The check:
if start_time < c:
detects impossible schedules.
All arithmetic uses Python integers, which naturally handle the large values safely.
