Problem Understanding

We are given an undirected graph where cities are vertices and roads are edges. Each connected component of the graph is called a province. Vasya may additionally build tunnels between cities, but tunnels have two restrictions.

First, every city can participate in at most one tunnel. Second, every province may have at most k tunnel endpoints inside it. Since each tunnel contributes one endpoint to each side, this means a province can participate in at most k tunnel connections.

The goal is to make the whole graph connected using roads and tunnels together. Before placing tunnels, we are allowed to add extra roads between provinces. Adding a road merges two provinces permanently into one larger province. We must compute the minimum number of additional roads required so that afterward, some tunnel configuration can connect the entire country.

The graph is large. Both the number of cities and roads can reach 10^6, so anything quadratic is impossible. Even an O(n log n) solution needs careful implementation. We only have time for a linear or near-linear traversal of the graph.

The first observation is that tunnels alone cannot arbitrarily connect provinces. Suppose there are c provinces after adding roads. Any connected graph on c nodes needs at least c - 1 tunnel edges. Since every tunnel endpoint belongs to some province, every province needs enough "capacity" to participate in the tunnel network.

A subtle point is that the limit is per province, not per city count. A province with only one city still cannot use more than one tunnel, because no city may connect to multiple tunnels.

Another easy mistake is forgetting that adding roads merges capacities. If province A has capacity 1 and province B has capacity 1, connecting them by a road creates one province with capacity 2. This changes what tunnel structures become possible.

Consider this example:

There are four isolated cities, hence four provinces of size 1. Every province can support only one tunnel endpoint. A connected graph on four provinces would need at least three tunnels, but a tree with four nodes has two leaves and two internal nodes. Internal nodes need degree at least 2, impossible with limit 1. We must first merge provinces using roads. The correct answer is 2.

A careless solution might only check whether the total endpoint capacity is enough:

total capacity = 4
needed endpoints = 2 * (4 - 1) = 6

This already fails, but even when totals match, structure still matters.

Another tricky case is:

Now every province can support degree at most 2. Six provinces can indeed be connected using a simple path. No extra roads are needed, answer 0.

A wrong greedy might think every province with limit 2 must be merged because trees sometimes contain high-degree nodes. The path construction avoids that.

One more dangerous edge case is a single province:

Approaches

The brute-force viewpoint is to think directly about tunnel graphs between provinces. Each province has a maximum degree equal to:

min(size_of_component, k)

because every tunnel endpoint must use a distinct city.

We could imagine trying all ways of merging provinces with roads, then checking whether the resulting capacities allow a connected graph. This immediately explodes combinatorially. With up to 10^6 provinces in the worst case, even storing all merge possibilities is impossible.

A more refined brute-force would repeatedly merge "bad" provinces until a feasible tunnel network exists. The problem is deciding feasibility efficiently. Testing all possible connected graphs under degree constraints is itself nontrivial.

The key insight is that only the sum of available tunnel endpoints matters.

Suppose the final graph has c provinces. Any connected graph on c vertices contains exactly 2(c - 1) total degree. So the provinces must satisfy:

sum(capacity_i) >= 2(c - 1)

Surprisingly, this condition is also sufficient.

Why? Because if every province has capacity at least 1, any degree sequence with total degree at least 2(c - 1) can realize some connected graph. We can always build a tree while respecting capacities.

Now the problem becomes much simpler.

Initially each component contributes:

capacity_i = min(size_i, k)

If we merge two components with a road, their sizes add together, so their new capacity becomes:

min(size_a + size_b, k)

The total number of provinces decreases by one.

The crucial observation is that merging never decreases total capacity. Sometimes it increases it.

Suppose two components have capacities a and b. After merging, capacity becomes at most k, so the gain is:

min(size_a + size_b, k) - a - b

The only way to gain capacity is when one or both components were too small to already reach k.

The optimal strategy is to greedily merge the smallest components first, because small components are the only ones whose capacities can still grow.

Eventually we can derive a much cleaner condition.

Why it works

The correctness comes from the characterization of feasible tunnel networks.

A connected graph on C provinces requires at least 2(C - 1) total degree. The available degree at province i equals min(size_i, k). If the total available degree is smaller than required, no construction is possible.

Conversely, if the total available degree is sufficient, we can always realize a connected graph because every nonempty component contributes at least one possible endpoint, and the degree constraints satisfy the tree degree sum condition.

Merging components is only useful because it may increase total available degree and always decreases the number of required tunnel edges. Greedily merging undersized components maximizes the improvement per road, so the first moment the inequality becomes true is optimal.

The first part of the implementation builds connected components iteratively. Recursive DFS is risky because the graph may contain up to one million vertices, which would overflow Python's recursion stack even with an increased limit.

For each component we store its size. The tunnel capacity of a component is min(size, k) because every tunnel endpoint must use a different city.

The central inequality is:

sum(capacity) >= 2 * (components - 1)

If this already holds, no extra roads are necessary.

Otherwise we collect all components with size smaller than k. These are the only components whose capacity may still increase after merges. Sorting them allows us to greedily combine the smallest capacities first.

Inside the loop, every merge decreases the component count by one. If we merge two unsaturated components, the total capacity may increase. The expression:

after - before

computes the exact gain in total tunnel capacity caused by the merge.

One subtle implementation detail is that merging saturated components never helps capacity, but still reduces the required degree sum because the number of components decreases. The loop naturally handles this because every merge reduces cur_comps.

Another subtle point is pointer movement after merges. We overwrite the second component with the merged size and advance the pointer so future merges continue building larger merged components.
