This transforms the problem into counting contributions from thresholds. If we process nodes in decreasing order of their values and gradually activate them, maintaining connected components using DSU, then at any moment, each connected component represents a set of nodes all reachable through nodes with value at least the current threshold. A component of size $s$ contributes $s(s-1)$ ordered pairs whose $f(p,q)$ is at least that threshold.
By accumulating contributions as we activate nodes from high value to low value, we effectively compute how many pairs have bottleneck at least each value, and from this we reconstruct the sum of all $f(p,q)$.

The key idea is that every pair is first connected exactly when the threshold drops to the minimum possible maximum bottleneck along any path between them.
Why it works
The invariant is that at any moment, DSU components exactly represent connectivity using only nodes with value greater than or equal to the current processing value.
