This is correct but too slow if implemented directly. The range from b to a can be up to 10^6, so BFS is theoretically acceptable in size. However, generating all outgoing edges naïvely gives O(n) transitions per node, leading to O(n (a-b)), which is far beyond limits when n = 10^5.

The key observation is that the second operation always moves us to a multiple of some x_i, and we only care about the best possible jump from each value. Instead of considering all x_i at every state, we can precompute the best “effective jump” per value by grouping identical or comparable transitions and iterating only over relevant candidates. The crucial structure is that from any value v, we only need to consider those x_i that meaningfully change v, and for many values of v, the set of useful x_i is small because large x_i produce identical behavior (no reduction beyond -1 steps or direct collapse).

This allows a dynamic programming approach over the interval [b, a], where we compute the minimum cost to reach b from every value downward. At each v, we either decrement or try all useful modulus jumps, but we ensure each x_i contributes only when it creates a distinct next state, which can be amortized to logarithmic or near-linear behavior over the whole interval.
