The first subtlety is that teleportation does not depend on weight, but on the maximum index of edges along the chosen path. This means we can pick a path that avoids expensive edges by cleverly choosing paths with lower-indexed edges. Multiple edges and self-loops introduce corner cases: a naive traversal that assumes one edge per vertex or ignores self-loops can miscount costs. For example, if a vertex has a self-loop with high weight, directly walking on it costs more than teleporting through lower-index edges.

Given the constraints - up to a million vertices and edges per test set, and a sum over all tests also bounded by a million - algorithms worse than linearithmic time are too slow. We cannot afford to simulate every path or consider all permutations of edge traversal.

Non-obvious edge cases include graphs where one high-weight edge connects two dense clusters. Walking on it directly may be costlier than marking edges within clusters and teleporting to cross the bridge. A brute-force solution would be to simulate all possible sequences of marking edges and teleportation. For each edge, we could either walk or consider teleporting to reach it, summing costs and tracking visited edges. This guarantees correctness because every edge is eventually covered, but it is far too slow. With m edges, each decision has multiple path options, resulting in exponential time. Even a naive BFS or DFS considering teleportation explicitly along all paths cannot scale for m and n up to 10^6.

The key insight is that teleportation is essentially a way to "skip" expensive edge traversal when moving between parts of the graph. Marking edges along a minimum spanning tree gives the base cost: walking each edge in both directions covers all edges once and returns to the start. Edges not in the tree (cycles) can be reached via teleportation from the tree without walking through high-cost edges. Therefore, the problem reduces to finding a spanning structure that minimizes walking costs, plus the minimal teleportation cost for non-tree edges.

This can be formalized by using a Minimum Spanning Tree (MST) based on edge weights. Walking along the MST edges ensures all vertices are connected efficiently. Each non-MST edge can either be traversed directly (its weight) or marked by teleporting along a path in the MST that avoids high-cost edges. By carefully choosing teleport paths along low-index edges in the MST, we ensure minimal additional cost. The optimal solution thus involves computing the MST, summing twice its edge weights (for forward and return trips), and considering each non-MST edge for teleport cost savings.

Algorithm Walkthrough

  1. Read input for number of test cases, and for each test case read vertices, edges, and weights.
  2. For each graph, build a list of edges with (weight, u, v, index).
  3. Compute the Minimum Spanning Tree using Kruskal’s algorithm. Sort edges by weight, and use a Disjoint Set Union to select edges that connect separate components. Keep track of MST edges and their total weight.
  4. Compute the initial cost as twice the sum of MST edge weights. This accounts for traversing each MST edge forward and backward to mark all edges along the tree.
  5. For edges not in the MST, evaluate whether it is cheaper to traverse them directly or to teleport along a path in the MST. Because the MST connects all vertices, there exists a unique path between any two vertices. The teleport cost is determined by the largest edge weight along that MST path. Add the minimal additional cost for each non-MST edge.
  6. Output the total minimal cost for the test case.

The reason this works is that the MST ensures minimal base traversal cost. Non-MST edges form cycles with the tree, and teleportation allows marking those edges without paying the full walking cost if a cheaper MST path exists. By maintaining the invariant that every edge is either in the MST or accounted for via teleportation, we guarantee every edge is marked exactly once at minimal cost.
