Problem Understanding
Each lane initially contains a_i cars. If nobody moves, the cars in a lane leave one per second, so a lane of size x contributes
$$1+2+\dots+x=\frac{x(x+1)}2$$
to the total angriness.
Cars may switch lanes. A moved car is appended to the back of another lane and receives an additional penalty of k. Since lane changes are instantaneous and can happen at any moment, the only thing that matters is the final number of cars in each lane.
Suppose the final lane sizes are b_1, b_2, ..., b_n with the same total number of cars:
$$\sum b_i = \sum a_i = S.$$
The waiting-time contribution becomes
$$\sum \frac{b_i(b_i+1)}2.$$
The remaining question is how many cars must actually move.
If lane i ends with b_i cars, at most min(a_i,b_i) original cars can stay there. The rest must either leave or arrive from elsewhere. The minimum number of moved cars is
$$\sum \max(0,a_i-b_i).$$
So the optimization problem is
$$\min \sum \left( \frac{b_i(b_i+1)}2 + k\max(0,a_i-b_i) \right).$$
The constraints are the real challenge. There are up to 10^4 test cases and the total n over all test cases is 2·10^5. Individual lane sizes reach 10^6, so the total number of cars may be as large as 2·10^{11}. Any algorithm that reasons about cars individually is impossible. We need a solution whose complexity depends on n, not on the total number of cars.
A few edge cases are easy to mishandle.
Consider:

There is only one lane. No car can be moved anywhere useful. The answer is simply
$$1+2+3+4+5=15.$$
Any solution that assumes balancing always helps would produce the wrong result.
Another subtle case is:

Moving a car costs almost nothing, but moving still does not help. Keeping the configuration gives total angriness 1+1=2. Any move creates lane sizes (0,2) and cost 3+1=4.
At the other extreme:

The waiting-time term prefers balancing, but the movement penalty is enormous. The optimum keeps most cars in place. A solution that only minimizes the quadratic lane-size term would fail.
Approaches
A brute-force viewpoint is to choose final lane sizes b_i and evaluate
$$\sum \frac{b_i(b_i+1)}2 + k\sum \max(0,a_i-b_i).$$
The difficulty is that the number of possible vectors (b_1,\dots,b_n) with fixed sum S is astronomical. Even for modest values, the search space is far beyond reach.
The key observation is that the objective is separable. Define
$$g_i(b) = \frac{b(b+1)}2 + k\max(0,a_i-b).$$
Then we want
$$\min \sum g_i(b_i)$$
subject to
$$\sum b_i=S.$$
This is a classic convex resource-allocation problem.
Imagine building lane i one car at a time. Let the cost of increasing its size from t-1 to t be the marginal cost
$$\Delta_i(t)=g_i(t)-g_i(t-1).$$
A short calculation gives
$$\Delta_i(t)= \begin{cases} t-k,& t\le a_i,\ t,& t>a_i. \end{cases}$$
For each lane we obtain an increasing sequence of marginal costs:
$$1-k,;2-k,;\dots,;a_i-k,;a_i+1,;a_i+2,\dots$$
Choosing final sizes is equivalent to selecting exactly S marginal-cost items from the union of all these sequences. The minimum total cost is obtained by taking the S smallest marginal costs.
Now the problem becomes: among infinitely many marginal values, find the sum of the smallest S of them.
The marginal values are monotone, so we can binary search a threshold m. For any m, we can count how many marginals are ≤ m and compute the sum of all marginals < m. This turns the problem into a standard counting-and-summing binary search.

This recovers the original objective value.
Why it works
For each lane, the marginal costs form a nondecreasing sequence. Any feasible final size vector corresponds to taking a prefix of each sequence, and the total number of selected marginals is exactly S.
Among all ways to choose S marginals, the minimum sum is obtained by taking the globally smallest S values. The binary search identifies the boundary value m separating selected and unselected marginals. The counting formulas determine exactly how many values lie below that boundary and what their total contribution is. Filling the remaining positions with value m reconstructs the sum of the S smallest marginals, which is precisely the optimum objective.

The binary search finds the threshold marginal value. The function count_le(m) computes how many marginal costs are at most m.
The lower bound is -k, which is the smallest possible marginal value (1-k). The upper bound only needs to exceed the final threshold. Once m reaches max(a_i), each lane contributes roughly m marginals, so a bound near max(a_i) is sufficient.
The second pass computes the exact contribution of all marginal values strictly smaller than m. The remaining required marginals must all equal m, because of the defining property
$$C(m-1)<S\le C(m).$$
Python integers automatically handle values up to roughly 10^{17} and beyond, so no overflow issues arise.
