Problem Understanding

We have an odd-sized rectangular grid. Cells are colored one at a time. Whenever a new cell is colored, we look only at the cells that were already colored before this step. Among those cells, every cell that is farthest from the newly colored one receives one penalty.

The distance comparison is unusual. We first maximize Chebyshev distance, and if several cells have the same Chebyshev distance, we break ties using Manhattan distance.

Our task is not to minimize the total number of penalties. We only need a coloring order such that no cell ever accumulates more than three penalties.

The most striking part of the statement is that both dimensions are odd. This is not a cosmetic restriction. The entire construction relies on having a unique center row and a unique center column. The official editorial hint also points toward repeatedly extending a smaller odd rectangle by adding one layer on opposite sides.

The total number of cells across all test cases is at most 5000. That means even an $O(nm)$ construction per test case is completely safe. We do not need any sophisticated data structure. The challenge is purely constructive.

A naive approach would try to simulate penalties while searching for a valid next cell. Even for a $71 \times 71$ grid, the state space becomes enormous because every step changes the penalty distribution. The problem is clearly designed around discovering a geometric pattern rather than searching.

A third subtle case is a very thin rectangle such as $3 \times 9$. A construction that only works for squares is not enough. The extension process must work independently in the vertical and horizontal directions.

Approaches

The brute-force viewpoint is useful because it reveals what the penalties actually depend on.

Suppose we already colored some set of cells and want to choose the next one. We could try every uncolored cell, compute which previously colored cells become farthest, update penalties, and continue searching. Such a strategy is correct in principle because it explicitly follows the rules of the problem.

The problem is that the branching factor is enormous. A grid with 5000 cells would require exploring an astronomical number of orders. Even checking all possible next moves is already too expensive.

The key geometric observation is that penalties are created by extreme cells. When we color near the center and gradually expand outward, the farthest previously colored cells always lie on the boundary of the currently constructed rectangle. The editorial's main idea is to start from the center and repeatedly extend the rectangle by two rows or two columns while carefully ordering the newly added boundary cells.

Because both dimensions are odd, every extension preserves a unique center line. The new boundary cells are colored in an alternating fashion between opposite sides. This distributes penalties across the boundary instead of concentrating them on a single cell. The official solution actually achieves a stronger result: every cell receives at most two penalties, which is even better than the required limit of three.

Algorithm Walkthrough

  1. Start from the central cell of the grid.
  2. Maintain the currently constructed odd rectangle.
  3. Whenever the height must increase, add one row above and one row below the current rectangle.
  4. Color the newly introduced cells beginning from the middle column and then alternating left and right around that middle.
  5. Always alternate between the upper row and the lower row while processing the same horizontal offset.
  6. After the required height is reached, perform the same type of expansion with columns.
  7. When adding two columns, begin from the middle row and alternate upward and downward around that middle.
  8. Continue until the constructed rectangle becomes the full $n \times m$ grid.

Why it works

At every stage, the farthest previously colored cells belong to the boundary of the current rectangle. The alternating order on opposite sides prevents penalties from repeatedly targeting the same location.

When a new pair of rows is added, cells on the upper side and lower side share the penalty load. When a new pair of columns is added, the same balancing effect occurs horizontally.

The recursive invariant is that every already constructed rectangle satisfies the penalty bound and that the extension only increases penalties on a controlled set of boundary cells. The official analysis shows that no cell exceeds two penalties during this process. Since two is below the required limit of three, the construction is valid.

The helper function constructs the order of positions along a single dimension. It starts from the center, then alternates symmetrically to the left and right.

Because both dimensions are odd, every dimension has a unique center. The Cartesian product of the row order and column order naturally produces a center-out expansion of the entire grid.

The most common implementation mistake is forgetting that the dimensions are 1-indexed in the output. Another easy error is generating the offsets in the wrong order, which breaks the symmetry that the construction relies on.
