Why it works
The core invariant is that at every step we preserve the highest possible remaining temperature among all sequences that have used the same number of operations so far. Since the number of future operations depends monotonically on current temperature, keeping temperature maximal after each block ensures that we never lose potential future operations compared to any other ordering.
