Computing these values naively per cut requires scanning the segment again, so each query becomes O((r - l)^2) in the worst case. Over many queries this becomes far too slow.

A valid split exists if and only if there is a position i such that either the prefix maximum up to i is strictly less than the suffix minimum after i, or the prefix minimum is strictly greater than the suffix maximum.
