- For every pair of adjacent rows $i$ and $i+1$, we determine what combinations of $(x_i, x_{i+1})$ are valid.

Why the decomposition is valid is subtle: horizontal constraints depend only on column variables and vertical constraints depend only on row variables, so the feasibility of assignments separates cleanly. Costs are also separable, so minimization splits.
Why it works
Each adjacency constraint becomes a restriction on a pair of binary variables.
