Problem Understanding
We are given an undirected, connected graph representing cities and roads. Every pair of cities is reachable, and each road has equal travel time. Among all pairs of cities, we are especially interested in shortest routes between city 1 and city n.
Every shortest route is treated as equally likely, even if multiple shortest paths exist between the same endpoints. We want to choose one city to place a police station. A road becomes safe for a particular path if at least one of its endpoints is the chosen city. Roads not incident to the chosen city are unsafe.
For a fixed choice of station city, every shortest path from 1 to n has some number of safe edges. We take the average over all shortest paths. The task is to choose the city that maximizes this expected number.
The constraints allow up to 100 cities and roughly five thousand edges. This already rules out anything that attempts to enumerate all paths explicitly, since even in small graphs the number of shortest paths can grow exponentially. Instead, we should expect a solution built around shortest path structure and dynamic programming over that structure.
A subtle failure mode appears if one assumes there is only a single shortest path. In a graph like a grid or a diamond shape, multiple shortest routes exist, and their counts must be weighted properly. Another pitfall is treating “safe edges” as something that can be counted independently per edge without considering how often each edge participates in shortest paths.
Approaches
A direct idea is to enumerate all shortest paths from 1 to n, and for each candidate city v compute how many edges incident to v appear in that path. Averaging over all paths would give the correct answer for that v, and repeating for all v would yield the result.
The issue is that even restricting to shortest paths, their number can be exponential in n. In a layered graph where each layer splits into two alternatives, the count doubles repeatedly. Enumerating paths is therefore infeasible.
The key observation is that shortest paths form a layered structure when we compute distances from node 1 and node n separately. Every shortest path must move strictly from layer d to d+1 in the distance-from-1 metric. This allows us to treat shortest paths as sequences of edges moving forward through layers.
For a fixed candidate city v, we do not need to enumerate paths. We only need, for each edge, how many shortest paths use that edge, and how often those paths exist in total. That can be computed using dynamic programming: count number of shortest paths from 1 to every node, and from every node to n. Then each edge contribution can be derived combinatorially.
The second insight is that instead of evaluating each candidate city independently, we can reverse the perspective. For each city v, the expected number of safe edges over all shortest paths equals the total expected number of edges on shortest paths minus the expected number of edges that are “unsafe”, i.e. edges with neither endpoint equal to v. This turns the problem into computing, for each v, how often shortest paths avoid v on each edge, which again reduces to counting paths that pass through vertices.
This leads to a formulation where we compute shortest-path DAGs and use path-count products to evaluate contributions per node efficiently.

Algorithm Walkthrough
- Run a BFS from node 1 to compute shortest distances dist1[v] for all vertices. This defines valid directions for edges that can lie on shortest paths.
- Build a directed structure of “shortest path edges” by keeping only edges (u, v) where dist1[v] = dist1[u] + 1 or vice versa. This ensures every shortest path follows increasing distance from 1.
- Run a BFS from node n to compute distn[v]. This gives symmetric information about how far each node is from the destination along shortest paths.
- Compute cnt1[v], the number of shortest paths from 1 to v, using DP in increasing order of dist1. For each edge u to v in the DAG, propagate cnt1[v] += cnt1[u].
- Similarly compute cntn[v], the number of shortest paths from v to n, using decreasing dist1 order (or increasing distn order).
- Let total = cnt1[n], the total number of shortest paths from 1 to n.
- For each candidate station city x, compute its expected safe-edge contribution as follows. Consider an edge (u, v). This edge is unsafe for x if neither u nor v equals x. The probability that a random shortest path uses this edge is cnt1[u] * cntn[v] / total (assuming direction consistent with the DAG). Summing over all edges and subtracting contributions that involve x gives the expected number of unsafe edges; subtracting from total shortest-path edge expectation yields safe count.
- Evaluate this value for every x and take the maximum.
The crucial step is realizing that all shortest path probabilities factor into prefix and suffix path counts. That factorization makes it possible to compute edge usage probabilities in constant time per edge.
Why it works
Shortest paths form a DAG when restricted by distance from 1. Every shortest path is uniquely represented as a sequence of edges moving along this DAG. The number of shortest paths through an edge (u, v) splits cleanly into independent choices before u and after v, because any shortest path reaching u can be extended to v independently of earlier decisions. This independence gives the product cnt1[u] * cntn[v], and guarantees that summing over edges correctly aggregates contributions without double counting.

The BFS stages compute shortest-path layers from both ends. The DAG construction enforces that only edges participating in shortest paths are used. The dynamic programming counts are standard path-count propagation on this DAG.
The final loop evaluates each candidate node by summing probabilities of edges incident to it, since those are exactly the edges made safe by placing the station there.
A subtle implementation issue is that cnt1 and cntn can grow large, but n is only 100 so Python integers are sufficient. Another subtlety is ensuring edge direction consistency when computing probabilities; otherwise contributions are double counted or assigned to wrong endpoints.

Edge Cases
A minimal graph with only two nodes tests whether the algorithm handles trivial shortest paths correctly. The only path is 1-2, and choosing either endpoint makes the single edge safe. The DP assigns cnt1[1]=1 and cntn[2]=1, so the edge is counted exactly once, producing output 1.
A fully symmetric diamond structure tests whether multiple shortest paths are weighted correctly. Without DP path counting, one might incorrectly treat each path equally without normalization, but the product cnt1[u]*cntn[v] ensures equal splitting across both routes.
A line graph tests whether direction handling in the DAG is consistent. Only one shortest path exists, so every edge must contribute deterministically. The BFS layering ensures each edge is oriented correctly and counted once.
