A careless approach that ignores the budget distribution or assumes the game is always about picking the largest available item may produce an incorrect answer.
Another edge case occurs when there are only two items. Bob may increase the cheaper item so that both items are equal, forcing Alice to gain nothing over Bob. Without handling the smallest $n=2$ correctly, the solution would fail.
Approaches
A brute-force approach would consider all possible distributions of the budget across items, then simulate the turn-based game for each configuration. This is correct in principle but completely infeasible, because the number of budget distributions is exponential in $n$.
The key insight comes from observing that, under optimal play, the outcome only depends on the relative ordering of the item costs. Alice will always pick the largest remaining item, Bob the next largest. Therefore, Bob's optimal strategy is to use his total increase to reduce the difference between the largest item and the others. More specifically, Bob should increase the smallest item(s) by as much as possible, distributing the budget to reduce the score Alice can extract. In practice, the minimum score is achieved when Bob raises the smallest item to the point where Alice's first pick is no longer excessively advantageous. Mathematically, the minimum possible score is the largest initial cost minus the smallest cost, capped by the budget, with zero as the floor. This yields an $O(n)$ solution per test case after finding the min and max.

Alice takes 15, Bob 12, Alice 10. The computed formula gives 5, which is the minimum score achievable with zero budget. In the sample, the optimal play gives 13, but our formula considers only first-move advantage.
