The key observation is that in the stabilized matrix, each cell cannot differ from its neighbors by more than 1. Essentially, the final value of a cell is determined by the minimal “Manhattan distance” to the border of the matrix, because the cells in the corners or edges have fewer neighbors and therefore can reach lower values. In other words, the stabilization process transforms the matrix into one where values increase by 1 along the “taxicab” distance from the nearest border cell with the minimum value. For this problem, it suffices to compute the maximum possible value for each cell after stabilization, given the matrix dimensions, without simulating every decrement.

The solution is then a direct greedy assignment: set each cell to $1 +$ the maximum distance to any border in both row and column dimensions. This produces the same result as the iterative algorithm, and it works efficiently for all given constraints.

Algorithm Walkthrough
