Why it works
The core invariant is that after processing position $i$, the algorithm maintains the minimal number of operations needed to satisfy all constraints on the prefix $[1, i]$, assuming optimal placement of previous operations. Any time the requirement increases, previous operations cannot retroactively be modified to cover the new depth, since operations correspond to contiguous segments that already include earlier indices. Therefore, the only valid repair is to introduce additional operations starting at or before $i$, and the greedy increment exactly counts these forced additions.
Because segment coverage is monotone and only depends on prefix maxima of required layers, the greedy scan produces a globally minimal decomposition into contiguous covering operations.
