The key observation is that we do not need explicit edges of the complement graph. Instead, we can simulate connectivity in the complement by maintaining a dynamic set of “unvisited” vertices and using the forbidden-edge list to avoid illegal transitions.

For each node, we want to quickly enumerate all vertices that are NOT forbidden from connecting to it. If we maintain a set of all currently unvisited nodes, then for a given node $v$, its neighbors in the complement graph are exactly the unvisited nodes minus its forbidden adjacency list. This turns neighborhood discovery into set difference operations instead of full scans.

Using a balanced set (or ordered structure), we can efficiently extract valid neighbors by iterating through unvisited nodes and skipping forbidden ones. Each node is processed once, and each forbidden edge is checked only when relevant.

Algorithm Walkthrough

We simulate BFS/DFS on the complement graph using a set of still-unvisited vertices.

  1. Store all forbidden edges in adjacency lists. For each city $v$, we keep a hash set of cities that are NOT connected in the real graph. This representation is direct from the input.
  2. Maintain a balanced set containing all unvisited vertices. Initially this set contains every city from 1 to $n$. This structure lets us quickly iterate over remaining candidates.
  3. Iterate over all cities. When we find a city $v$ still in the unvisited set, we start a new connected component.
  4. Initialize a queue with $v$ and remove $v$ from the unvisited set. This starts a BFS in the implicit complement graph.
  5. While the queue is not empty, pop a node $u$. We now want to find all vertices $w$ such that $w$ is unvisited and there is no forbidden edge between $u$ and $w$.
  6. To do this efficiently, we iterate over the current unvisited set and collect candidates. Whenever we encounter a node $w$ that is forbidden from $u$, we skip it. Otherwise, we remove it from the unvisited set and push it into the queue.
  7. Repeat until the queue empties. At that point, we have discovered the full connected component in the real graph.
  8. Continue scanning remaining vertices until all are processed.

Why it works

At every step, the BFS expands only through edges that are valid in the complement graph, meaning edges not present in the input list. The unvisited set guarantees we never process a node twice, and removing nodes immediately prevents repeated scanning. Each node is inserted into exactly one BFS tree, and every valid complement edge is considered exactly once when its endpoint is expanded. This preserves standard BFS correctness, but over an implicitly defined adjacency structure.
