This enables a DP: let dp[i] be the maximum number of blocks for prefix [1..i]. Algorithm Walkthrough

The central reason this works is that any violation of the condition must appear in a contiguous block of segments ending at the newly added segment. That means when testing a transition, we only need to validate structures involving the last segment; earlier parts are already guaranteed valid by DP.
