The array length can reach $2\cdot 10^5$ across all test cases. Any solution that examines many possible splits for every position is immediately impossible. Even $O(n^2)$ would require roughly $4\cdot 10^{10}$ operations in the worst case. The target must be close to linear time per test case.
The first subtle observation is hidden inside the constraint on $(x_i,y_i)$. Suppose $a_i>s$.
If both parts must be at most $s$, then one part cannot exceed $s$, so the largest possible split is $s+(a_i-s)$. The only valid choices are
$$(s,\ a_i-s)$$
or
$$(a_i-s,\ s).$$
When $a_i\le 2s$, both of these satisfy the condition. When $a_i>2s$, the only way both parts stay on the same side of $s$ is for one part to be $0$ and the other $a_i$.
A careless solution might think there are many candidate splits, but in reality each internal position has at most two meaningful states.
Consider $n=3$, $s=2$, $a=[1,5,1]$.
The valid choices for the middle element are only $(2,3)$ and $(3,2)$. Enumerating arbitrary partitions such as $(1,4)$ or $(4,1)$ violates the condition because one part is below $s$ and the other is above $s$.
Another easy mistake is mishandling elements with $a_i\le s$. For example,

For every internal element, enumerate all valid pairs $(x_i,y_i)$. Then evaluate the resulting expression. This works because the expression is completely determined once all splits are fixed.
The problem is that the number of internal positions is up to $2\cdot10^5$. Even if each position had only two choices, brute force would require
$$2^{n-2}$$
configurations, which is hopeless.
The key observation is that the expression has a chain structure.

Every internal position interacts only with its immediate neighbors. Nothing at position $i$ directly affects terms far away in the array.

These are exactly the two values appearing in every optimal split. The only decision is which one becomes $x_i$ and which one becomes $y_i$.

This transforms the problem into a path DP. At each internal index we choose one of two orientations. The cost contribution between consecutive positions depends only on the previous state's $y$ value and the current state's $x$ value.
A two-state DP per position is enough.

The DP explores every possible orientation sequence and keeps the best cost for each state. Since every valid configuration corresponds to exactly one DP path, and every DP transition adds the correct local contribution, the minimum DP value equals the global optimum.
