Problem Understanding
We are given an undirected graph and a special operation. Choosing a vertex flips all of its incident edges: every neighbor becomes a non-neighbor, and every non-neighbor becomes a neighbor.
Viewed another way, choosing vertex u replaces its adjacency set with its complement among the other n - 1 vertices.
The goal is to make the graph connected using as few operations as possible, and output one optimal sequence of chosen vertices.
The graph is given by an adjacency matrix. The total number of vertices over all test cases is at most 4000, which is the key constraint. This immediately suggests that algorithms around O(n²) per test case are feasible because the input itself already contains Θ(n²) bits. Algorithms that repeatedly simulate operations on the entire graph would quickly become too expensive.
A subtle aspect of the operation is that it affects only one vertex. The relationships among all other pairs of vertices remain unchanged. This strong locality is what makes the problem solvable.
Several edge cases are easy to miss.
Consider a graph that is already connected:

The structure of connected components matters much more than the number of vertices. A naive strategy based only on component count can miss optimal one-operation solutions.
Approaches
A brute force approach would try every possible sequence of operations and check whether the resulting graph becomes connected. Even trying all single operations, then all pairs, then all triples is hopeless because the branching factor is n, producing roughly n^k possibilities for sequences of length k.
The crucial observation is that the operation is a neighborhood complement on exactly one vertex. Instead of thinking about arbitrary operation sequences, we should examine the connected components of the original graph.
Let the connected components be known. If there is only one component, we are done.
Suppose there are multiple components. A vertex inside a component of size s has degree at most s - 1. After complementing its neighborhood, it becomes adjacent to every vertex outside its original neighborhood. In particular, if the component is not a clique, there exists some vertex inside the component that is already missing an internal edge. Complementing such a vertex creates edges both inside and outside the component, which is often enough to connect everything in one move.
This leads to a structural classification of the components. The official solution shows that every graph falls into one of a few cases, each admitting an optimal answer of size at most three.
The resulting algorithm inspects component structure rather than simulating many operations.

Algorithm Walkthrough
Step 1
Find all connected components of the graph.
Because the graph is given as an adjacency matrix, a DFS or BFS over the matrix costs O(n²) total.
Step 2
If there is only one connected component, output 0.
The graph is already connected, so any operation would only make the solution worse.
Step 3
Check whether some component is not a clique.
For a component of size s, a clique contains exactly s(s-1)/2 edges.
If a component is not a clique, find a vertex inside it whose degree inside the component is smaller than s - 1.
Performing the operation on that vertex alone is enough. Output one vertex.
Step 4
Now every component is a clique.
If there exists a component of size 1, choose that isolated vertex and output one operation.
After complementing its neighborhood, it becomes adjacent to all other vertices and connects the graph.
Step 5
At this point every component is a clique of size at least two.
If there are at least three components, choose one arbitrary vertex from each of three different components.
Output those three vertices.
The successive neighborhood complements merge all components.
Step 6
The only remaining case is exactly two clique components, each having size at least two.
Choose one vertex from each component and output both vertices.
This requires exactly two operations.
Why it works
The proof rests on understanding what neighborhood complementation does to a connected component.
If a component is not a clique, some vertex is missing an edge inside the component. Complementing that vertex simultaneously creates new internal and external connections, making a single operation sufficient.
When every component is a clique, the graph has a very rigid structure. An isolated vertex immediately becomes universal after one operation, so one move is optimal. With exactly two nontrivial cliques, one operation cannot connect the graph because every vertex initially sees only its own clique. Two carefully chosen vertices are sufficient. With three or more clique components, three operations always suffice and fewer cannot handle every configuration.
The official case analysis proves that these constructions are optimal in each situation.

The DFS labels connected components. After that, the entire problem becomes a structural classification.
The first nontrivial check is whether some component is not a clique. Rather than counting all edges, the implementation searches for a vertex whose internal degree is smaller than the maximum possible. Finding such a vertex immediately identifies the one-operation solution.
The singleton-component case must be handled before the general multi-component clique cases. An isolated vertex is a special configuration where one operation is enough.
The remaining cases correspond exactly to the constructive proof. No graph simulation is needed.
