The constraint is not local but cycle-based. Take any simple cycle in the graph. For each vertex on that cycle, look at the two cycle edges incident to it and compare the two opposite endpoints using that vertex’s neighbor order. The cycle is valid only if all these comparisons are consistent around the cycle: either every vertex “agrees” in one direction around the cycle, or every vertex agrees in the opposite direction.
So each cycle must behave like it has a globally coherent direction when viewed through these local neighbor orderings.
The output is either a construction of all adjacency lists satisfying this property or a statement that no such construction exists.

These examples suggest that the graph cannot contain “interacting cycles” in a complex way. The structure must be close to tree-like, with cycles isolated from each other.
Approaches
A brute-force idea is to treat the problem as a constraint satisfaction task. For every vertex, we try all permutations of its adjacency list, and for each choice we check all cycles for consistency. Even if we avoid enumerating all permutations, we could attempt to propagate constraints cycle by cycle, but detecting all cycles already costs exponential time in general graphs.
Even restricting to a spanning tree does not help, because every non-tree edge introduces a fundamental cycle, and these cycles interact. The brute-force approach degenerates into reasoning over an exponential set of constraints.
The key structural observation is that each cycle imposes a binary constraint: it enforces a consistent “direction type” for that cycle. If two cycles share a vertex in a complicated way, they try to impose incompatible ordering requirements on that vertex unless the graph is extremely restricted.
The decisive simplification is that feasible graphs are exactly those where cycles do not overlap in a way that creates multiple independent cycle constraints at the same edge or vertex. This forces the graph to be a cactus structure, meaning every edge belongs to at most one simple cycle. In such graphs, each cycle can be oriented independently, and we can embed these orientations into local neighbor orderings without conflicts.
Once the graph is a cactus, construction becomes possible by building a DFS tree, identifying cycle edges, and assigning a consistent orientation per cycle, then translating that into local neighbor orderings so that cycle neighbors appear in a consistent relative order at every vertex.

Algorithm Walkthrough
We rely on building the graph structure via DFS and detecting back edges that form cycles. The goal is to ensure that cycles are edge-disjoint in the sense of belonging to a cactus, and then use this structure to assign neighbor orderings.

Each back edge defines a unique fundamental cycle in the DFS tree. We record which edges belong to which cycle structure. 2. Track how many cycles each edge participates in.
