A naive approach would try to assign shops to friends directly or enumerate subsets of shops, but this quickly becomes impossible since choosing up to $n-1$ shops already implies a combinatorial explosion.
A subtle failure case appears when all friends need high values but these high values are distributed across different shops.
For example, if one friend has their best value in shop 1, another in shop 2, and so on, then using fewer than $n$ shops forces at least one friend to compromise unless a single shop already satisfies many friends simultaneously.
