Problem Understanding
We are given two sequences. One sequence, call it the backbone, must stay in its original relative order. The second sequence consists of extra elements that we are allowed to insert anywhere into the backbone, and we may also permute those extra elements arbitrarily before inserting them.
After doing all insertions, we obtain a final sequence and we count inversions in the usual sense: any pair of positions where a larger value appears before a smaller one.
The task is to arrange both the insertion positions and the ordering of the second sequence so that the inversion count in the final merged array is as small as possible.
The important structural constraint is that only the first array has fixed relative order. The second array is completely flexible both in ordering and placement, which means it can be used to “buffer” or “shield” inversions that would otherwise be forced by the structure of the first array.
The constraints are large: both total n and total m across test cases go up to 10^6. This immediately rules out any solution that tries to simulate insertions or recompute inversion counts per insertion position. Anything quadratic or even n log n per test case must be carefully controlled, and any approach that recomputes global inversion structure repeatedly will time out.
A subtle edge case arises when values in b are either all very small or all very large compared to a. In a naive view, one might think “just sort b and insert greedily”, but this fails when b must be split across different regions of a to avoid creating new inversions internally with a’s monotone segments.
For example, if a = [3, 1, 2] and b = [4, 0], a greedy insertion of sorted b = [0, 4] might place 0 early and 4 late, but the optimal arrangement depends on how many inversions each value creates relative to both sides of a split point.
The core difficulty is that each position where we conceptually “cut” the array a creates a different tradeoff between inversions contributed by elements of b placed before or after that cut.
Approaches
A brute force idea is to consider every possible way of inserting the elements of b into n+1 gaps around a, and for each placement try all permutations of b. For each resulting array, we compute inversions. Even if inversion counting is done in O((n+m) log(n+m)), the number of placements is exponential because each element of b independently chooses a gap and an order. This explodes immediately.
We need a different viewpoint. Since b is freely permutable, we are really only choosing how many elements of b go into each region between consecutive elements of a. Once we fix how many elements go into each gap, we can optimally assign actual values of b to those positions in sorted order.
This turns the problem into a partitioning problem over the n+1 gaps defined by a. Each gap i splits the array around a position in a, and elements of b placed in that gap will interact in a predictable way with elements of a to its left and right.
The key observation is that we only need to know, for a given threshold value x, how many elements of a are smaller or larger than x, and similarly for b. This suggests sorting b and sweeping over possible placements in a way that allows prefix computations of inversion contributions.
We fix the idea that b will be sorted increasingly. Then we decide how many of the smallest elements of b go before each position in a, effectively assigning a prefix distribution of b across gaps. For each possible split, we can compute how many inversions are created between b and a using prefix counts.
The optimization reduces to evaluating, for each position in a, the cost of placing a threshold of b values before it versus after it, and summing contributions efficiently using prefix sums over sorted b and a.
We compute:
- inversion contribution of a with itself is fixed
- contribution of b with itself is minimized by sorting b
- only cross inversions between a and b depend on placement
So we focus entirely on minimizing cross inversions.
We precompute, for each position in a, how many elements to the left are greater/smaller, and use binary indexed tree style counting over sorted b to evaluate how many elements of b placed before or after a position create inversions.
This leads to a linear or near-linear sweep solution after sorting.

Algorithm Walkthrough
We reformulate the problem as separating interactions into three parts: inversions inside a, inversions inside b, and cross inversions between a and b. Only the cross term is controllable.
We proceed as follows.
- Sort array b in non-decreasing order. This ensures that inversions inside b are zero regardless of insertion order.
- Precompute prefix counts over a using a frequency structure (typically coordinate compression + Fenwick tree or sorting + binary search logic). For each value, we will be able to query how many elements in a are greater or smaller than a given threshold.
- For each value in b, decide whether it is placed “early” (before a position in a) or “late” (after it). Instead of deciding individually, we treat this as assigning a cutoff: all b elements up to some index go left of a prefix of a, and the rest go right.
This is sufficient because swapping two b elements does not change their internal cost, so optimal structure always respects sorted order.
- Sweep over positions in a from left to right. At each position i, maintain:
- how many b elements have been assigned to the left side
- how many remain on the right side
- contribution of placing current split after a[i]
- Compute cost at each split:
- b elements on the left contribute inversions with a[i+1..n] when they are greater than those elements
- b elements on the right contribute inversions with a[1..i] when they are smaller than those elements
We compute these contributions using prefix sums over sorted a and b.
- Take the minimum over all split positions.
Why it works
The crucial invariant is that only the partition of b relative to the gaps in a matters. Once b is sorted, any permutation inside a fixed partition cannot improve or worsen cross inversions because only counts of elements greater or smaller than each a-position matter, not their internal arrangement. Therefore every valid configuration of b reduces to a single monotone assignment across the n+1 gaps, and evaluating all cut positions covers the entire solution space.

The code separates the fixed inversion contribution inside a using a Fenwick tree over compressed values. That part is necessary because a is not sorted in the original problem, and inversion counting depends on original order, not value order.
Then it tries all splits of b into a left block and right block. For each split, it computes how each element of b interacts with all elements of a using binary search on sorted a.
