Approaches
The brute-force approach is to try all possible tournament outcomes. Each match has two possible winners, so for $2^k - 1$ matches, there are $2^{2^k - 1}$ possible outcomes. For $k=5$, that is $2^{31} \approx 2 \times 10^9$, which is at the edge of feasibility for a 4-second limit. Generating all outcomes naively also requires storing and computing the hash for each configuration, which becomes impractical.
A key insight is that the tournament bracket is recursive: the left half and right half are independent until the final match. This structure allows a meet-in-the-middle approach. Split the tournament into two halves at the first round. Each half has $2^{k-1}$ teams, so $2^{2^{k-1}-1}$ outcomes per half. We can precompute all possible hashes of the left and right halves for all possible elimination patterns, storing them in a hash map. Then we can try to match left and right halves such that the sum of their hashes plus the contribution of the final match equals $h$ modulo 998244353. This reduces complexity from $2^{2^k}$ to roughly $2 \cdot 2^{2^{k-1}}$, which is feasible for $k \le 5$.

The final match contributes $A^{1}$ for the winner (place 1) and $A^{2}$ for the loser (place 2), adjusting the rest of the team places as computed recursively.
