The only integer pairs whose squared distance equals 5 are (1, 2) and (2, 1) up to sign. In other words, soldiers attack each other exactly like knights in chess. The task is really asking for the maximum number of non-attacking knights on an n × m board.
The board dimensions are at most 1000 × 1000, so the total number of cells can reach one million. That immediately rules out any exponential search or backtracking. Even algorithms that try to explore subsets or run heavy graph algorithms over all cells would struggle. We need a direct constructive or mathematical observation.
Several edge cases are easy to mishandle if we jump straight to a checkerboard pattern.

No knight attack is possible because moving by (1,2) or (2,1) does not fit inside the board. Every cell may contain a soldier. Any formula that blindly uses half the cells would fail.
Approaches
The brute-force interpretation is straightforward. Treat every cell as a vertex in a graph, connect two cells if knights attack each other, and search for the maximum independent set. That guarantees correctness because an independent set is exactly a set of non-conflicting soldiers.
The problem is that maximum independent set is exponential in general. Even with only 40 cells, brute force becomes impractical. Our board may contain up to one million cells, so this direction is hopeless.
The structure of knight movement changes everything. Knights always jump from one color of a checkerboard to the other. That means the attack graph is bipartite. On most boards, placing knights on all black squares or all white squares immediately gives about half the cells, and in fact that is optimal for boards where both dimensions are at least 3.
The only exceptions happen when one dimension is very small.
If either dimension equals 1, knights cannot attack at all. Every square may be used.
If either dimension equals 2, the pattern becomes special. Knights can only interact inside groups of four consecutive columns. In each such block of four, we can safely place four knights. Any leftover columns contribute at most two extra knights per column pair.
For all larger boards, a simple checkerboard arrangement is optimal, giving:

The n == 1 branch is direct. Knights cannot attack because every attack requires movement across two dimensions.
The n == 2 logic is the only tricky part. The repeating pattern spans four columns. Each complete group contributes exactly four knights. The remainder handling is subtle:
For one extra column, we can place two more knights.
