If we greedily orient edges locally, we can easily create situations where some special vertex becomes unable to reach the chosen root even though a different global orientation would have allowed it. Approaches

A brute force perspective would be to try all possible orientations of edges. For each orientation, we would compute which vertices are reachable from all special vertices and then sum their values, subtracting the cost of undirected edges. Even ignoring the exponential number of orientations, reachability computation alone is linear in the graph size, so this is completely infeasible.

A more structured brute force is to fix a root vertex i and try to construct an optimal orientation that maximizes the score under the constraint that all special vertices can reach i. Even then, one might attempt to decide edge directions greedily or recompute connectivity repeatedly, leading to at least O(m) work per root, which is too slow for n up to 3⋅10^5.

The crucial observation is that reachability from all special vertices is not sensitive to individual edge directions inside highly connected regions. The only places where orientation choices matter are bridges, since inside a 2-edge-connected component we can always reroute paths. This suggests compressing the graph into its bridge tree, where each node is a biconnected component and each edge is a bridge.

On this tree, every bridge behaves like a binary decision point. If we orient it in one direction, reachability across it becomes one-way. If we pay its cost, we can traverse it both ways. The entire problem reduces to deciding, for each bridge, whether we need bidirectional traversal depending on how special vertices are distributed.

From this perspective, fixing a root i becomes meaningful: all special vertices must be able to reach the component containing i in the bridge tree. We can always orient each bridge toward i, which already allows every vertex to reach i without paying costs. However, this ignores a second constraint hidden in the objective: we are not only ensuring reachability, but also maximizing the set of vertices that are simultaneously reachable from all specials under a single consistent orientation choice. The trade-off between different reachability requirements forces certain bridges to become bidirectional in optimal configurations, and this is where costs appear.

After reducing the graph to its bridge tree, the problem becomes a tree DP over root choices, where each bridge contributes cost depending on whether it must support conflicting flows induced by special vertices.

Algorithm Walkthrough
