The first k edges are special. Their capacities are not fixed. Every query assigns a capacity to each special edge, while all other edges keep their original capacities.
For every query we must output the maximum flow from node 1 to node n.
At first glance this looks like a dynamic maximum flow problem. Unfortunately there are up to 2 · 10^5 queries, so recomputing a maxflow after every update is completely impossible.
The constraints are very unusual. The graph itself is fairly large, with up to 10^4 vertices and 10^4 edges, which already makes a single maxflow computation nontrivial. However, only k ≤ 10 edges ever change.
That tiny value of k is the entire point of the problem.
The other critical observation is that every special capacity is at most 25. This small bound allows us to incrementally update residual networks while preprocessing all 2^k possibilities.
A common mistake is to think that the special capacities themselves define the state. They do not. Each query may contain any values from 0 to 25, so there are 26^k possible assignments, far too many to preprocess directly.
Another easy mistake is to enumerate subsets of special edges and run a fresh maxflow for each subset. There are only 1024 subsets, but each maxflow on a graph with 10^4 vertices and edges is expensive. Doing it independently would still be far too slow.
Consider this tiny example:

2 -> 3 (capacity 5)
If the special edge has capacity 7, the answer is 5.
The minimum cut chooses the edge with capacity 5, not the special edge. Any solution that treats special edges independently of the rest of the network will fail here.
Another important edge case is when a special edge is completely irrelevant.

1 -> 3 (special)
2 -> 4 (capacity 10)
3 -> 4 (capacity 10)
No matter what capacity is assigned to the special edge, the answer is already 10. A correct solution must allow a minimum cut that ignores every special edge.
Approaches
The brute force solution is straightforward.
For each query, assign the given capacities to the special edges and run a maximum flow algorithm from scratch.
The maxflow-mincut theorem guarantees correctness. The problem is complexity. With up to 2 · 10^5 queries, even a very fast maxflow implementation becomes hopeless. Running Dinic 200000 times on a graph with 10^4 edges is several orders of magnitude beyond the time limit.
The key observation comes from switching perspectives.
Instead of thinking about maximum flow, think about minimum cuts.
Every special edge has only two possibilities with respect to a particular minimum cut.
Either the cut contains that special edge, or it does not.
Since there are only k ≤ 10 special edges, there are only 2^k ≤ 1024 possible patterns.
Suppose we fix a subset T of special edges that are required to belong to the cut.
For edges in T, we will pay their query capacities directly.
For special edges outside T, the cut is forbidden from using them. We can enforce that by giving them an effectively infinite capacity.
After that transformation, the remaining minimum cut value depends only on the original graph structure and not on the query.
This allows us to precompute a value for every subset of special edges.
The remaining challenge is computing all 2^k states efficiently.
The crucial trick is that neighboring subsets differ by exactly one special edge. We compute residual networks for all subsets. When one more special edge becomes "uncuttable", we only add a single edge of capacity 25.
Since every special capacity is at most 25, the extra flow introduced by that edge is also at most 25. A few Ford-Fulkerson augmentations are enough to update the answer. This avoids rerunning a full maxflow for every subset.
After all subset values are precomputed, every query becomes a simple minimum over 1024 states.

Algorithm Walkthrough
Let FULL = (1 << k) - 1.
For a subset S, define:
f[S] = minimum cut value when special edges in S are forbidden from appearing in the cut, and all other special edges are already considered cut.
Equivalently:
If a special edge belongs to S, give it capacity INF.
If it does not belong to S, remove it entirely.
The value f[S] depends only on the graph and can be precomputed.
For a query with capacities w[i], define:
cost[M] = sum of capacities of special edges in M.
Then a cut pattern corresponds to choosing which special edges are cut.
If M is the set of special edges used by the cut, the remaining special edges are forbidden from the cut.
Thus:

1. Build the base graph
Ignore all special edges.
Run one ordinary maximum flow computation.
The resulting value is f[0].
Store the residual network.
2. Enumerate all subset states
Process subsets by increasing popcount.
Choose one bit b from the subset:
parent = S without bit b
The residual network of parent is already known.
3. Add one new special edge
From the residual network of parent, insert special edge b with capacity 25.
Using 25 instead of infinity is enough.
If more than 25 units of flow would need to pass through that edge, then cutting the edge itself would never cost more than 25, so such a cut can never be optimal.
4. Re-augment the flow
Starting from the parent's residual network, run a small Ford-Fulkerson search.
Only the newly added capacity can create new augmenting paths.
The total additional flow is at most 25.
Let this increase be delta.
Then:
f[S] = f[parent] + delta
Store the resulting residual network.
5. Precompute query subset sums
For each query, compute:

Why it works
Fix any minimum cut.
Among the k special edges, some belong to the cut and some do not.
Let M be the subset of special edges that belong to the cut.
Their contribution is exactly cost[M].
All remaining special edges must not belong to the cut. Giving them infinite capacity forces every valid cut to avoid them. The cheapest remaining contribution is precisely f[FULL xor M].
Thus every valid cut has value
cost[M] + f[FULL xor M]
for some subset M.
Conversely, every subset M corresponds to a valid family of cuts.
Taking the minimum over all subsets exactly reproduces the global minimum cut, which equals the maximum flow by the maxflow-mincut theorem.
Python Solution
The original accepted solution relies on storing residual networks for all 2^k states and incrementally updating them. The implementation is long and highly optimized. The code below follows the same accepted approach.

The accepted algorithm is not difficult conceptually, but its implementation is heavily engineering-oriented.
The central idea is that every subset state stores its own residual network. When a new special edge becomes available, we do not recompute maxflow. We continue augmenting from the stored residual graph.
The capacity bound 25 is what makes this feasible. Each transition only needs a small amount of extra augmentation, so a simple Ford-Fulkerson search is sufficient.
The query phase is much simpler. Once all f[mask] values are known, every query reduces to evaluating the formula
min(cost[mask] + f[FULL xor mask])
over at most 1024 masks.

Since k ≤ 10, we have at most 1024 subset states. The expensive graph work is done once during preprocessing. After that, each query requires only a scan over all masks, which is easily fast enough for 2 · 10^5 queries.
