This is O(n²) pairs, and each check is O(1). While this seems acceptable in theory, it is still too slow when constants are large and numerical geometry is required.
The key observation is that launch times only shift trajectories along their direction of motion, but do not change relative velocity vectors. This means that for any fixed pair of cars, we can reinterpret the problem as asking whether we can “align” their motion so that at some moment their displacement difference lies in the span of their velocity difference, under non-negativity constraints on activation offsets.
A more useful geometric reformulation is to treat each car’s motion as a ray in 3D space where time is the third axis. Launch time becomes a vertical shift in the time coordinate before motion begins. A collision corresponds to two such space-time lines intersecting at a point where both are active.
The central simplification is that for any collision to be optimal, it is always induced by exactly two cars, and the optimal answer is the minimum feasible collision time over all pairs. Therefore we reduce the problem to checking all pairs and computing the earliest time at which they can be forced to meet by choosing launch times optimally.

Algorithm Walkthrough

Why it works
Each pair of cars defines a two-trajectory system with only linear constraints in time and position. Any feasible collision must satisfy both motion equations simultaneously, which uniquely determines either a single candidate time or no solution at all. Because launch delays only shift the origin of motion along fixed directions, they cannot create additional geometric intersections beyond those already implied by pairwise kinematics. Thus the global optimum is always realized by some pairwise meeting time that satisfies feasibility constraints.
