Building a station in city $i$ has a fixed cost $c_i$. Connecting two cities $i$ and $j$ requires laying a wire along the grid, and the wire length is their Manhattan distance $|x_i - x_j| + |y_i - y_j|$. The cost of this connection is that length multiplied by a per-unit cost that depends on both endpoints, $k_i + k_j$.
The final goal is to ensure every city is powered, while minimizing the total cost of chosen stations and connections. The output is not just the minimum cost, but also the structure of the solution: which cities get stations and which pairs of cities are connected.
The constraints allow up to 2000 cities. A naive all-pairs graph has about 4 million edges, which is already borderline but still feasible if handled carefully with $O(n^2)$ algorithms. Anything involving $O(n^2 \log n)$ or worse per test would still pass, but anything cubic or involving repeated shortest path computations would not.
A subtle edge case arises when all connection costs are very high compared to station costs. In that case, the optimal solution builds stations everywhere and uses no edges. Conversely, if station costs are large and connection costs are small, the optimal solution becomes a single station plus a spanning tree over all cities. A naive approach that greedily chooses edges locally without global structure can fail in both extremes because decisions interact across the whole graph.
Another failure mode appears when two cities share identical coordinates. Their Manhattan distance is zero, so connecting them costs zero. Any incorrect implementation that assumes strict positivity of edge weights or skips zero-length edges may behave incorrectly.
Approaches
The problem is naturally a minimum-cost way to “activate” all nodes, where activation can come from either paying a node cost or paying edge costs that propagate activation. This suggests a graph optimization structure rather than a local greedy choice.
A brute-force interpretation would consider every subset of cities as potential station locations and then compute the best way to connect remaining nodes using a minimum spanning structure over induced graphs. This immediately becomes impossible because there are $2^n$ subsets and each evaluation would still require at least $O(n^2)$ processing, leading to exponential time.
The key observation is that we can reinterpret the problem as a single graph problem. We introduce an extra virtual node representing “the power source”. Connecting city $i$ directly to this virtual node costs $c_i$. This converts station construction into edge selection. Now every city is either connected to the virtual node or connected via other cities, and we are selecting a minimum spanning tree over $n+1$ nodes.
The cost between two cities becomes a weighted edge:
$$w(i, j) = (k_i + k_j)\cdot (|x_i - x_j| + |y_i - y_j|)$$
and edges to the virtual node are:

Algorithm Walkthrough
We build a conceptual graph with $n$ cities plus one extra node representing a global power source.
- Initialize an array
min_cost[i]as the cheapest known way to connect city $i$ to the growing structure. Initially this is $c_i$, meaning we assume building a station is the best option.
This corresponds to connecting each city directly to the virtual node.
2. Maintain a visited array indicating which cities are already included in the final structure. Start with none included.
3. Repeatedly pick the unvisited city with the smallest min_cost. This choice is greedy but valid because we are effectively running Prim’s algorithm, where the best available edge extending the current tree must be safe.
4. Mark this city as visited and add its cost to the answer. If its best connection is the virtual node, we record a station. Otherwise, we record an edge to the city that provided this improvement.
5. After adding a city, attempt to improve the connection cost of every remaining unvisited city by considering an edge from the newly added city. For each pair $i, j$, compute the Manhattan distance and update:

Why it works
At every step, the algorithm maintains a set of already finalized nodes and the cheapest way to attach each remaining node to this set. This is exactly the invariant used in Prim’s algorithm. The virtual node ensures that “opening a station” is treated uniformly as just another edge. Since every update always considers the best possible connection to the existing structure, no cheaper global configuration can be missed once a node is finalized.

The min_cost array tracks the cheapest known way to connect each city either via a station or via an edge. Edge Cases
When all cities have identical coordinates, Manhattan distances become zero. In that case, the algorithm naturally prefers connecting cities rather than building stations if $k_i + k_j > 0$ does not matter because the edge cost becomes zero. The Prim process will pick zero-cost edges first, merging all nodes before any station choice becomes necessary.
When station costs are extremely large, the initialization min_cost = c ensures that the algorithm does not incorrectly commit to early edges if they are more expensive than opening a station. Since each city independently compares both options throughout the process, no premature structure is fixed.
When a city is completely isolated in terms of cheap connections, its min_cost remains its station cost, and it will eventually be selected as a station node. This confirms that the algorithm gracefully handles disconnected optimal structures.
