However, anything that tries to test every row-column pair explicitly would be far too slow since that would be O(nm(n+m)) in the worst case.
A naive mistake is to think we can just pick any candidate row and column greedily without evaluating the true cost. That fails on grids where multiple rows and columns are almost complete but differ in a few scattered positions. For example, if a row is missing only one cell and a column is missing many, choosing the row greedily without considering column interaction can underestimate or overestimate the required repaint cost.
Another subtle failure case appears when multiple pairs share the same missing cells. Repainting a single cell might simultaneously contribute to fixing both a row and a column, so treating row completion and column completion independently leads to incorrect answers.
Approaches
The brute-force idea is straightforward. For every possible pair (x, y), we compute how many white cells exist in row x plus how many exist in column y, but we must avoid double counting the intersection cell. If that intersection is white, it gets counted twice in the naive sum, so we subtract it once.
This works because if we want row x fully black, we must repaint all white cells in it. Similarly for column y. The union of these repaint operations gives a candidate cost. Trying all pairs guarantees correctness, but the cost is prohibitive. Computing row and column counts is O(nm), and checking all pairs is O(nm), leading to O(nm) per grid which is already borderline, and any more detailed recomputation becomes too slow across many queries.
The key observation is that the cost for a pair (x, y) depends only on three precomputed quantities: number of white cells in row x, number of white cells in column y, and whether (x, y) is already black or white. Once these are known, each candidate pair is evaluated in O(1). This reduces the problem to computing row and column statistics once, then scanning all cells once more to find the best pair.
The intersection correction is what makes the problem non-trivial: if (x, y) is white, then it is included in both the row and column white counts, so we subtract one.
We try all pairs implicitly by iterating over all cells, treating each cell as a potential cross center. This is sufficient because every valid cross must be centered at some cell, and every candidate center corresponds to a unique pair of row and column.

Why it works
Every valid cross must correspond to some row and column pair (x, y). The cost to create that cross depends only on filling missing cells in those two lines. Any repaint operation outside row x or column y is unnecessary and cannot improve that pair. Since we evaluate all possible centers (x, y), we necessarily evaluate the optimal cross configuration, guaranteeing the minimum is found.
