Problem Understanding
We are given an $n \times m$ matrix containing only zeros and ones. We may flip any row and any column any number of times. Flipping means replacing every value in that row or column by its opposite.
After all chosen flips are applied, the matrix is read in row-major order. The first row comes first, then the second row, and so on. The resulting sequence must be non-decreasing. Since every value is either $0$ or $1$, a non-decreasing row-major sequence means that all zeros appear before all ones.
The task is not to output the transformed matrix. Instead, we must output which rows and which columns were flipped. If no choice of flips can make the matrix sorted, we print NO.
The constraints are surprisingly small in one dimension and fairly large in the other. Both $n$ and $m$ are at most $200$. This immediately rules out anything exponential in $n+m$, since $2^{400}$ is hopeless. On the other hand, $200^3$ or even several million operations are completely acceptable within two seconds.
The key difficulty is that row flips and column flips interact. Flipping a row changes every column entry in that row. Flipping a column changes every row entry in that column. A naive search over all flip combinations is impossible.
Several edge cases are easy to mishandle.

Approaches
The most direct brute force is to try every subset of rows and every subset of columns. For each choice, construct the resulting matrix and check whether its row-major sequence is sorted.
There are $2^n$ row choices and $2^m$ column choices. Even for $n=m=20$, this becomes $2^{40}$, already far beyond practical limits. At the actual limit $n=m=200$, exhaustive search is completely impossible.
The breakthrough comes from understanding what a sorted binary matrix looks like when read row by row.
A binary sequence is non-decreasing if it consists of some zeros followed by some ones. When written back into matrix form, there is a unique "boundary" separating the zero region from the one region.
Suppose the first one in row-major order appears at position $(r,c)$. Then:
All rows before $r$ must contain only zeros.
All rows after $r$ must contain only ones.
Inside row $r$, columns before $c$ are zeros and columns from $c$ onward are ones.
This means every sorted binary matrix is completely determined by a single boundary row and a single boundary column.
Now consider the effect of flips. Let $R_i$ denote whether row $i$ is flipped and $C_j$ denote whether column $j$ is flipped. The final value at $(i,j)$ is

For a fixed boundary position, every cell has a required final value, either $0$ or $1$. Thus each cell gives a constraint

This is a system of XOR equations on row variables and column variables.
A bipartite XOR system can be solved by fixing one variable and propagating all others. Since there are only $n+m \le 400$ variables, checking one boundary is easy.

Characterizing a sorted matrix
A sorted row-major binary matrix has exactly one transition from zero to one.
Choose a boundary row $r$ and boundary column $c$.
Rows above $r$ are entirely zeros.
Rows below $r$ are entirely ones.
In row $r$, columns before $c$ are zeros and columns from $c$ onward are ones.
Special cases naturally appear when $r=0$, $r=n$, $c=0$, or $c=m$.
Solving for a fixed boundary
- Construct the desired value $b_{ij}$ for every cell according to the chosen boundary.
- Each cell produces an equation

Why it works
For a fixed boundary, every valid solution must satisfy exactly the XOR equations derived from the required target matrix. The equations completely describe the relationship between row flips and column flips.
The graph propagation assigns values consistent with all equations reachable from the starting vertex. Whenever an already assigned vertex receives a different implied value, the system is inconsistent and no flip configuration exists for that boundary.
Every sorted matrix corresponds to some boundary position. Since the algorithm checks every possible boundary, any valid answer will eventually be examined. When a consistent system is found, the recovered row and column flips produce exactly the target sorted matrix, so the output is correct.

The solution iterates through every possible boundary. For each one, it builds the implicit target matrix rather than storing it explicitly.
The array val stores values of all row and column variables. Indices 0..n-1 correspond to rows, while n..n+m-1 correspond to columns.
Every matrix cell gives an XOR constraint. BFS propagates assignments through the bipartite graph. Whenever a vertex receives a second assignment, the code checks consistency immediately. That check is the entire correctness condition for solving the XOR system.
One subtle point is handling special boundaries. When r == n, the entire matrix must be zeros. When c == 0, the transition occurs before the first column of row r, so that row is entirely ones. When c == m, the transition occurs after the last column of row r, so that row is entirely zeros. These cases must be treated separately to avoid off-by-one mistakes.
Another subtle point is that fixing R_0 = 0 loses no solutions. XOR systems are invariant under simultaneously flipping every row variable and every column variable. Fixing one variable merely chooses a representative from an equivalence class.
