If we project the score difference as x − y, then a draw corresponds exactly to difference 0. Each goal changes this difference by +1 or −1. So the problem reduces to maximizing how many times a walk starting at (a − b) and ending at (c − d) hits zero, given fixed counts of +1 and −1 steps.
Between two observations, we know the total number of +1 and −1 steps, so we are effectively controlling a monotone constrained walk. The optimal strategy is greedy: we keep the difference as close to zero as possible. Each time we can “balance” the two teams, we do so immediately, because delaying a balance only reduces future opportunities.
