The key observation is that each set has a very simple property relevant to a query: we only care whether it contains at least one segment inside [x, y]. For a fixed set, we can preprocess its segments into a structure that allows fast queries like “does there exist a segment with l ≥ x and r ≤ y”.

This reduces each set into a compressed representation of its segment set. The natural reduction is to view each segment as a point (l, r) in 2D, and we are asking whether there exists a point inside the rectangle defined by l ≥ x and r ≤ y.

So each set becomes a 2D dominance structure. The problem becomes: for each set p, define a function f_p(x, y) = 1 if it contains any segment satisfying l ≥ x and r ≤ y. Each query asks whether f_p(x, y) = 1 for all p in [a, b]. This is a range minimum query over a binary function.

We can precompute for each set a data structure that answers this existence query in logarithmic time, then build a segment tree over sets so that each node stores a structure describing the union of its sets. Instead of storing all segments explicitly, each node stores a merged structure that can answer the same 2D dominance query efficiently.

Why it works is based on a monotonicity invariant. Each node stores a reduced representation of segments such that any segment that could be the answer to a query is guaranteed to be present in the node’s structure.
