Even constructing all matchings already costs exponential time, and checking constraints adds another O(n) per matching, making it infeasible long before n reaches even 20.
The key observation is that the structure is inherently sequential. As we sweep from left to right, each city is either starting a pair or closing a previously started pair. This turns the problem into maintaining a multiset of “open endpoints” that represent unmatched left ends of intervals crossing the current position. The number of open endpoints at position i is exactly the number of paths crossing edge i, so capacity constraints become simple bounds on this count.
Once we express the process this way, we only need to track how many open endpoints exist, how many ways produce each configuration, and the accumulated contribution of distances contributed by partial pairings. The only nontrivial complication is that closing a pair requires summing over all possible open endpoints, and each contributes a different coordinate value.
This leads to a dynamic programming over positions with additional aggregated information about open endpoints.

Algorithm Walkthrough

- Process cities one by one from i = 1 to n. At each city, we transition from previous DP states to new ones.
- For a fixed state with k open endpoints, we have two choices when processing city i: we can open a new pairing endpoint at i, or we can close one of the existing open endpoints with i.
- If we open at i, the number of open endpoints increases to k+1, and we add x[i] into the aggregate sum of open endpoints. The number of ways remains unchanged.
- If we close at i, we choose one of the k open endpoints. This contributes k times dp[k] new ways, because any open endpoint can be matched. The distance contribution is the sum over all choices of (x[i] − x[j]) for each open j, which simplifies to k·x[i] minus sumX[k].
- After processing city i, we enforce the constraint that the number of open endpoints k must not exceed s[i], because this exactly represents how many paths cross edge i to i+1. Any state violating this is discarded.

Why it works
