This is correct, but impossible to execute directly because time is unbounded. Even if we cap time at the answer, the answer itself can be large, and each state transition requires checking all patrol positions at that time. That would be at least O(answer × m) or worse.

The key observation is that we never actually need global time expansion. Each road is blocked only during specific intervals determined by patrol movement. Since every patrol car moves deterministically on a cycle of length l, each directed edge is occupied periodically with a known schedule. Instead of thinking in terms of time, we invert the perspective: for each edge, we can precompute all time intervals in which it is blocked modulo each patrol cycle segment occurrence.

However, even that is still too large globally. The crucial simplification is that we do not need full periodic schedules. We only need to know, for a given departure event from a city, when the earliest safe traversal of a specific edge is possible.

This transforms the problem into a graph where edges are not simply weight 1, but have an additional constraint: “you may start traversal at time t only if the edge is free during [t, t+1].” Since waiting is allowed, the effective cost of an edge becomes: the earliest time you can depart, minus current time, plus 1.

So the task becomes a shortest path problem where each edge has a time-dependent waiting penalty, and we always choose the earliest feasible departure.

We process all patrol segments and build, for each directed edge, the set of times it is blocked within each patrol cycle. Since total patrol length is at most 10^6, we can enumerate all traversals of patrol cars over edges and record occupancy intervals.   6. Once we find the first valid departure time t', we update distance to v as t' + 1 and push it into the priority queue if improved.
  7. Continue until all reachable nodes are processed or destination b is reached.

Why it works

The key invariant is that for each city popped from the priority queue, we have found the earliest possible arrival time to that city under all valid schedules. Because edge relaxation always chooses the earliest feasible departure time, no alternative path can reach a node earlier without contradicting the ordering enforced by the priority queue. The blocking constraints only delay traversal, never create alternative faster shortcuts, so Dijkstra’s greedy choice remains valid in this time-augmented cost structure.
