For a fixed center, all cells at distance $d$ form a diamond shape, and the number of cells at each distance grows and shrinks linearly. This means the entire multiset is determined by the histogram of distances from the center.
Instead of constructing grids, we reverse the viewpoint: pick a candidate grid shape $n \times m$, and check whether the given multiset could match any Manhattan distribution for some center inside it. This reduces the problem to verifying consistency between a histogram and a known geometric frequency pattern.
The only remaining challenge is efficiently validating a candidate. For a fixed $n, m$, we can test all possible centers. For each center, we generate expected counts of distances in $O(nm)$ if done naively, but this can be optimized by noting that Manhattan layers depend only on distances to borders. The reason this works is that a Manhattan-distance matrix is uniquely determined by its shape and center. Any valid solution must produce exactly the same distance histogram, and conversely any matching histogram guarantees that the multiset could have come from that geometry.

Edge Cases
